Summary
The project "Construction of the Theory of Change of the National Strategy to Combat Poverty 2021-2030", promoted by the Public Administration Planning, Policy and Foresight Competence Center (PlanAPP), is being developed by CoLABOR and a team from ISCTE-IUL, coordinated by Professor Luís Capucha - who is also the project coordinator. This project aims to provide technical and critical support for the participatory construction of the Theory of Change (ToC) of the National Strategy to Combat Poverty 2021-2030 (ENCP) and, consequently, to make relevant contributions to the planning of future evaluation exercises. The methodology adopted also serves the purpose of situating the contribution of the Recovery and Resilience Plan (PRR) and Portugal 2030 (PT2030) to the achievement of some of the underlying policy objectives. In both cases, the TdM approach structures the methodological roadmap and the underlying options serve this dual purpose.
