Summary
The primary objective of this project is to assess the impact of European funds on increasing the intermediate skills of the Portuguese population and improving their integration into the labor market. This analysis will focus on five types of training programs funded by PT2020 (POCH, Lisboa 2020, and Algarve 2020) and PT2030 (PESSOAS 2030, Algarve 2030, and Lisboa 2030) and will cover a 10-year period beginning in 2014. The training programs in question will be Vocational Courses, Apprenticeship Courses, Education and Training Courses, as well as Vocational Courses and Specialized Art Education Courses—the latter, however, having since been discontinued. Additionally, the effects that Specialized Technology Centers have had on learning processes and learning outcomes will be evaluated.
The courses listed pursue general objectives that are largely similar, particularly combating early school leaving, improving the educational and professional qualifications of young people and young adults, and enhancing their employability. Nevertheless, the training modalities for each of the types of training mentioned, their target groups, and the specific objectives they pursue vary. In this regard, a joint analysis of the measures in question allows for an assessment of their aggregate effects, the specific effects of each measure, as well as their coordination and coherence.
