Summary

The external evaluation of the Choices Program, within the scope of the Thematic Program "Demography, Qualifications and Inclusion" of Portugal 2030, is based on a Theory-Based Evaluation, using mixed methodologies - qualitative and quantitative - that allow us to analyze the evolution, coherence, effectiveness and efficiency, impacts and sustainability of the Choices Program over its nine generations, since 2001. The Theory of Change stands out as a structuring axis, combining documentary analysis, interviews, focus groups and case studies, in order to guarantee a robust and contextualized reading of the programme's effects on the territories and its beneficiaries. In addition to the CoLABOR team, this external evaluation has a panel of experts in the areas of Poverty and Social Exclusion and the Evaluation of Public and Social Policies, known as the Consultative Forum, made up of the following researchers: Jorge Malheiros (IGOT/ University of Lisbon), José Manuel Henriques, Isabel Guerra and Rogério Roque Amaro (DINÂMIA'CET and CEI/ISCTE-IUL), Rosa Monteiro (FEUC/ University of Coimbra), Rosa Madeira (DEP/ University of Aveiro), Isabel Menezes (FPCE/ University of Porto) and Manuel Sarmento (CIEC/ University of Minho).
