The entry into force of Law 13/2023 brought a significant number of changes to the Labor Code and related legislation. However, their scope and the characteristics of their impact will be revealed by the dynamics and meanings resulting from their application/effectiveness over time, and it is certain that the initial interpretations are always relevant.

Decent Work Agenda CoLABOR Cycle
The discussion around the Decent Work Agenda is one of the most important political debates at the start of this decade, first and foremost because the current socio-economic context is substantially different from the last major transformation of labor laws in Portugal, which took place in 2003 with the approval of the Labor Code.
September 27th: Participatory event – Work Platforms: Urban Mobility and Labor Rights
The Event “WORK PLATFORMS: Urban Mobility and Labor Rights”, which will take place on September 27th, at 2 pm, at the Palácio Galveias Library, promoted by CoLABOR in partnership with the European project PLUS – Platform Labor in Urban Spaces, has as a general theme, the socioeconomic implications that arise from the business model based on the economy of digital platforms in the urban mobility sector.

CoLABOR has work, employment and social protection at the center of its Agenda. The debate surrounding the Decent Work Agenda therefore deserves reinforced attention from this Collaborative Laboratory. Structured in several thematic chapters corresponding to the respective areas of governance, "The State of the Nation and Public Policies", prepared annually by Iscte's Institute of Public and Social Policy since 2019, aims to contribute to the reflection of public policies through the
promoting informed and open debate on state intervention in the different areas of governance.
Study "Effects of working time arrangements on shift work and night work"
The Commission for Equality in Labour and Employment (CITE) has teamed up with "CoLABOR - Laboratory for Labour, Employment and Social Protection" as part of a study on the effects of ways of organizing working time, with a particular focus on shift work and night work and their effects on workers and employers.

This study, requested by the Government of Portugal, was led and coordinated by David Mosler (EUROPE) and carried out by a multidisciplinary research team made up of experts from the ILO Regional Office for Europe and Central Asia (EUROPE), the ILO Employment Policy Department (EMPLOYMENT) and CoLABOR researchers.

Contribution of CoLABOR researchers to the national strategy to combat poverty
A group of researchers from CoLABOR took part in the public consultation of the preliminary version of the national strategy to combat poverty, which ended last Monday. This group produced and submitted a document on the ConsultaLEX portal with a set of suggestions, which is intended to be a constructive contribution to improving the strategy.
November 4th: CoLABOR Days | Work on climate and digital transitions
On November 4th, at the Calouste Gulbenkian Foundation, CoLABOR, the Collaborative Laboratory for Work, Employment and Social Protection, promoted an international meeting entitled “Work in Climate and Digital Transitions”, with the aim of contributing to reflection and qualification of the debate public about the repercussions that these changes, accelerated by the pandemic crisis and the subsequent global economic and social crisis, bring to working conditions and employment, as well as to social protection and labor regulation.
State of the Nation in Figures
CoLABOR developed the "State of the Nation in Figures" data platform for the Institute for Public and Social Policy (IPPS), in partnership with the latter, which complements the report that the institute publishes every year and which presents a detailed analysis of the national situation in different dimensions.

The nationwide study "Work, teleworking and social distancing", promoted by CoLABOR, was one of the international examples, along with the British and Dutch experiences, presented in the panel on teleworking at the event "Policies to reduce the gender employment gap in the Hungarian labor market".
