Rute Guerra

Executive Director

Rute Guerra holds a degree in Sociology from the Faculty of Social and Human Sciences (FCSH) of the New University of Lisbon (UNL), with a Master's degree in Historical Economics and Sociology from the same faculty. She is a graduate of the CAGEP Public Management Training Program at Iscte - Lisbon University Institute.

She developed her career as a senior technician in the Strategy and Planning Office of the Ministry of Labor, Solidarity, and Social Security (in its predecessor bodies), where she coordinated different teams and, for the last ten years, served as deputy director-general.

In the exercise of her duties, she was involved in work related to the evaluation of public policies, particularly in the context of the financial, social, and economic sustainability of social security, the development of methodologies for monitoring and evaluating policies to combat poverty and social exclusion, and the updating of indicators for the analysis of situations of poverty and inequality.

At the international level, he represented Portugal in various committees and working groups within the European Commission, the United Nations, and the Council of Europe.

He was chair of the European Union's Social Protection Committee between June 2023 and December 2025.

Since January 2026, she has served as Executive Director of CoLABOR.
